This position is located in the Border Management Branch (BMB), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Chief of the Border Management Branch reports to the Director of the Division for Operations. For more information on UNODC, please visit our website: www.unodc.org
Within delegated authority, the Chief formulates and implements the substantive work programme of the Border Management Branch under his/her supervision, leads on the mobilization of resources for the Branch, oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and coordinates work in the different areas both within the Division and UNODC, and with other organizations of the United Nations System, as appropriate. The incumbent will be responsible for the following specific duties: • Leads, supervises and carries out the work programme of the Branch under his/her responsibility. Coordinates the work carried out by different work units under the Branch including but not limited to: - Global Maritime Crime Programme - Global Programme on Crimes Affecting the Environment - Global Programme on Criminal Network Disruption - Passenger and Cargo Border Team and by other agencies and bodies of the United Nations system; • Coordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Commission on Crime Prevention and Criminal Justice (CCPCJ), the Commission on Narcotic Drugs (CND), the General Assembly, the Security Council and other policy-making organs, as appropriate. • Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Mobilises resources for field based technical assistance including in the areas of climate, technology and conflict/post-conflict settings. • Ensures that the outputs produced by the Branch maintain high-quality standards; sets priorities and establishes work deadlines in the production of timely financial and substantive reports, standard operating procedures and acts as quality assurance focal point. • Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Manages human, financial and physical resources of the Section or those allocated for the assigned functional and substantive area and/or country/region; recruits staff, taking due account of gender and geographical balance, ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff; plans, leads and/or oversees the recruitment and integration of new staff members, consultants, interns, etc, taking into account geographical and gender balance and other Unit/Section’s requirements and needs; creates an inclusive and diverse work environment which fosters civility and respect among colleagues and upholds zero tolerance to harassment, including sexual harassment/exploitation, discrimination and abuse of authority. • Fosters teamwork and communication among staff in the Branch and across organizational boundaries. • Leads and supervises the organization of meetings, seminars, etc. on substantive issues Manages the substantive preparation and organization of such meetings or seminars. • Acts as focal point for UNODC’s response to crimes affecting the environment including: - Trafficking in wildlife - Trafficking in timber - Trafficking in waste - Crimes in the fisheries sector - Illicit mining • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. • Represents the Division at international, regional or national meetings. • Acts as UNODC’s Focal Point for the European Union Agency for Law Enforcement Cooperation (EUROPOL), the European Border and Coast Guard Agency (FRONTEX), the International Maritime Organization (IMO), and the International Criminal Police Organization (INTERPOL). • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other work-related duties, as required.
