Duties and Responsibilities
Within this framework and under the direct supervision of the Chief of Section the incumbent shall:
Conceptualise, design, manage and coordinate the implementation of the Court’s outreach strategy based on enhanced partnerships with key internal and external constituencies, including field operations.
Coordinate institutional outreach efforts of the different organs, sections and field offices with a view to enhancing the corporate image and understanding of the Court’s mandate and its works vis-à-vis the public and partners.
Collaborate closely with public information and external relations of the ICC and provide leadership for the network of supporters of the Court’s Outreach Programme.
A. Vision and strategy-setting
Drive the strategic vision of the Court’s outreach in support of priorities derived from judicial developments of cases before the Court, as well as the Registrar’s programmatic objectives to help to ensure that the Court is a well-recognized institution amongst relevant groups of people from countries which suffered from crimes under investigation by the ICC.
Ensure that proceedings are accessible and understandable to victims and affected communities as well as other key actors and the general public of countries with situations under investigation and cases before the Court.
Ensure consistency of ICC public position by managing messaging delivered during outreach sessions and public information activities, or across traditional media and digital platforms including the Outreach page on the ICC website, Twitter, Facebook and other accounts and by closely integrating all related activities.
Lead the development and implementation of field strategic outreach plans to support the Court’s judicial activities bearing in mind local contextual factors and information needs of key internal and external constituencies.
Lead the development and implementation of outreach plans for situations before the Court in countries where there is no field office, or no staff allocated to undertake public information and outreach tasks.
Provide oversight and quality assurance of outreach materials and services produced by the organisation in connection with situations under investigation.
Ensure reporting, monitoring and evaluation of outreach performance in a sustainable and consistent manner.
B. Advocacy and promotional efforts
Build new partnerships, expand and strengthen existing networks supporting the work of the Outreach Programme, including among members of civil society organisations, researchers, legal communities, educational organisations and associations of journalists active in connection to situations of countries with cases under the ICC jurisdiction, their geographical regions, and when possible broaden its reach worldwide.
Represent the ICC Outreach as required at international conferences and meetings on transitional justice issues.
Identify cutting edge and innovative communication tools and processes and mainstream their use in ICC.
Lead and ensure the quality of the annual observation of the Day of International Criminal Justice in countries with situations under investigation and with cases before the ICC.
Promote the ICC Outreach Programme identifying opportunities to publicize its methodologies, best practices and achievements through a variety of means: Lectures, conferences, publishing its reports, press releases, videos, photographs etc.
C. Management and administration
Participate in the Public Information and Outreach Section management team and ensure coherence of delivery within the scope of his/her responsibilities. Provide strategic leadership, vision and managerial direction to the staff allocated to the Outreach Unit.
Establish clear priorities for the Unit and ensure section and individual goals and work plans are aligned with the Outreach Strategic Framework. Promote greater collaboration and linkages between the Outreach Unit at HQ and the staff dealing with public information and outreach tasks in the field offices.
Direct and manage the Outreach Unit’s financial resources.
Foster a conducive working environment and provide clear strategic leadership and direction, ensuring a well-motivated team.
Essential Qualifications
Education
Advanced university degree in journalism, political science, international relations, law, education, communications or related field. A first level university degree in combination with two additional years of relevant experience is accepted in lieu of the advanced degree.
Experience
A minimum of seven years (nine years with a first level university degree) of progressively responsible experience in public information, advocacy or outreach.
Experience in managing diverse teams is required.
Experience in public speaking is required.
Experience of working with affected communities is desirable.
Experience in working in legal environments is an advantage.
Working experience in African countries is considered an advantage.
Experience at an international level with international organisations or non-governmental organisations are desirable. Field experience and/or knowledge and understanding of the countries or regions in which the Court operates is considered an advantage.
Knowledge, Skills and Abilities
Excellent oral communication and writing skills are required.
Ability to engage with State representatives, political actors, magistrates, lawyers, researchers and other stakeholders and forge productive working relationships.
Ability to tackle problems systematically, for the purpose of working towards their solution and learning from this process.
Ability to detect and prevent potential communication problems based on analysis to arrive at conclusions.
Ability to design responses to potential problems; and contingency problems that typically involve resource planning and gaining the cooperation of others, e.g. when organizing an event.
Ability to share knowledge of lessons learned from professional practices, methodologies and techniques with team members and allies.
Knowledge of Languages
Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
