Duties and Responsibilities
Under the direct supervision of the Chief of CSS, the incumbent will be responsible for the following tasks:
• Draft advice/decisions on indigence assessments of suspects/accused following applications for legal aid;
• Develop comprehensive reports to the Registrar, through the Chief of Section and Director of Division, clearly outlining findings, substantiating conclusions, and putting forward final recommendations on eligibility of the suspect/accused or victim(s) to the Legal Aid Programme;
• Provide legal, technical, investigative and analytical advice on other possible financial issues in relation to defence and victims’ teams;
• Establish and maintain contact and liaison with specialists, in particular bank and financial authorities in different countries and expert witnesses;
• Anticipate and analyse, providing advice, on potential legal issues arising during investigation that have an impact on the Legal Aid Programme;
• Review, define and implement fair and transparent criteria for determining indigence in line with the Court’s legal framework and relevant jurisprudence;
• Ensure compliance with up to date techniques and policies used in the context of legal aid in particular in relation to indigence assessments and related issues;
• Perform any other tasks as assigned by the Chief of the Counsel Support Section.
Essential Qualifications
Education:
Advanced university degree in law, financial investigation, audit or any related field, is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
A minimum of five years of relevant professional work experience (seven years with first level university degree) in investigative work relating to financial research, financial investigations or related field at the national or international level, is required.
Knowledge, skills, and abilities:
• Expertise in financial investigations with sound knowledge of financial crime.
• Expertise in analysis techniques.
• Excellent analytical skills and ability to conduct comprehensive legal research and analyse complex legal and financial data.
• Skills in drafting legal memoranda, reports, decisions, and correspondence.
• Demonstrated problem-solving skills and judgment to resolve a wide range of complex issues/problems.
• Ability to establish and maintain effective working relations with people of different national and cultural backgrounds.
• Ability to handle sensitive legal and financial information and keep strict confidentiality standards.
• Fully proficient computer skills and ability to use relevant software applications, in particular information databases.
• Coordination and organisational skills.
• Strategic planning skills.
• Excellent communication and interpersonal skills.
• Diplomatic skills.
• Absolute discretion and loyalty.
• Professional and personal integrity.
Knowledge of languages:
Fluency in either of the working languages of the Court, English or French and working knowledge in the other is essential. Knowledge of Dutch language and another official language of the Court (Arabic, Chinese, Spanish or Russian) would be considered an asset.
