Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations System's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Fifth session of the International Conference on Chemicals Management adopted in September 2023, in Bonn, the Global Framework on Chemicals and its Fund. The Global Framework on Chemicals requires a strengthened Secretariat to effectively implement the framework. This position is located in the UNEP/Industry and Economy Division, Chemicals and Health Branch, Global Framework on Chemicals Secretariat, Geneva duty station. Under the overall guidance of the Senior Programme Management Officer, and direct supervision of the Coordinator of the Fund, the incumbent will be responsible for the following duties:
Responsibilities
- Supports application rounds of the Global Framework on Chemicals Fund, undertakes qualitative analysis of the projects and technical review of the activities of the projects; develops and monitors the legal instruments with countries, identifies problems/issues and provides solutions. - Provides substantive support to Executive Board meetings and other relevant meetings, to include preparation of background and presentations, and other relevant reports. Researches, analyzes and presents information gathered from diverse sources related to the Fund, - Assists in the monitoring and evaluation of the Fund, including the review and analysis of past and ongoing application rounds, preparation of impact evaluation or equivalent studies. - Undertakes outreach activities; participates in the development of training workshops, outreach events, seminars; participates in and makes presentations on assigned topics/activities. - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other duties as may be required.

Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Education
Advanced university degree (Master's degree, or equivalent) in environmental management, chemicals management, development studies or a related field is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Job - Specific Qualification
Formal certification of an internationally recognized qualification in project management is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management, administration, or related area is required. Experience in the development of portfolio and programmes is required. Experience in providing policy advice is required. Experience in governmental or inter-governmental organizations is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of' equals a rating of "confident" in two of the four areas.
