Under the supervision of the Secretary, IPCC, the incumbent will perform the following duties:

a) Compile plans, reports and projections provided by the heads of the IPCC Technical Support Units and other IPCC officers and coordinate the formulation of the IPCC budget in line with the IPCC Programme and related guidelines;

b) Attend and represent the IPCC Secretariat in the Financial Task Team during Plenary Sessions. Present financial and budget , responding to queries and provide all necessary clarification and information, including on issues raised by the external auditors;

c) Collaborate with WMO Finance Division on issues related to IPCC expenditure to ensure conformity to IPCC and WMO rules prior to submission of financial statements to IPCC Financial Task Team and the Panel, in an effort to improve budget reporting and cost-effective utilisation of the financial resources of the Programme;

d) Work in close collaboration with WMO Finance Section on matters related to monitoring the status of the IPCC annual budget, voluntary contribution management, transfer of funds, creation of activity codes, the year-end closure of accounts exercise and other finance-related matters;

e) Collaborate with the WMO Procurement and Contracts Management Section on matters related to strategic planning of procurement, the acquisition of expendable and non-expendable property and the management and maintenance of purchase requisitions and purchase orders. Represent the IPCC at the Procurement and Contracts Committee meetings;

f) Provide financial oversight of the IPCC Trust Fund and the IPCC Scholarship Programme Trust Fund. Review and pre-approve financial transactions covering individual contractors, travel and financial support to host IPCC meetings. Monitor and control accounts payable to ensure vendor invoices are approved for payment in a timely manner;

g) Develop proposals for funding, letters of agreement, memoranda of understanding, etc. in consultation with donors, recipient country representatives and other partners and monitor the implentation thereof. Prepare requests to the WMO Finance Section for funds transfer. Prepare donor reports on the implementation of contributions;

h) Collaborate and provide substantive input in the preparation and implementation of the work programme with the IPCC Technical Support Units, the WMO Finance Section, the WMO Language, Conference and Common Services Division and other IPCC officers to ensure the timely and coordinated preparation of tion, the smooth running of meetings and the timely and high quality publication of IPCC reports;

i) Coordinate with the WMO Conference Services Section and the host countries on administrative and financial aspects related to the preparation of IPCC sessions, its Bureau and other meetings organised by the IPCC Secretariat. Participate in the development and approval process of host country agreements;

j) Write a broad range of complex internal and external communication/, including memoranda, summaries for discussion, presentations, proposals, reports, etc. relevant to the administration of the IPCC Trust Fund;

k) Conduct research/assessment and recommend appropriate action/improvement of IPCC work practices and procedures, including communication and cooperation with technical support units;

l) With the implementation of IPSAS, serve as primary contact within the IPCC Secretariat for External Auditors;

m) Provide briefing and guidance to IPCC General Service staff on existing, updated and new financial, budgetary, travel and other administrative rules and regulations, as well as pre-approve all transactions to ensure the applications of WMO and/or IPCC rules and regulations, and best practices;

n) Carry out other relevant duties as required.
