This position is located within the Independent International Commission of Inquiry on the occupied Palestinian territory, including East Jerusalem, and Israel (the Commission) pursuant to Human Rights Council Resolution A/HRC/RES/55/28. The incumbent will work under the overall supervision of the Coordinator of the Secretariat of the Commission.
Within delegated authority, the Associate Human Rights Officer/ Open-Source Investigator will be responsible for the following duties: • Conducts digital open-source investigations and verification on the direct and indirect transfer or sale or arms, munitions, parts, components and dual use items and allegations of violations of on allegations of violations of international human rights law, international humanitarian law or international criminal law in accordance with the mandate, and OHCHR methodologies; support the analytical processes of investigations and collect and preserve digital material in accordance with applicable standards and protocols for evidentiary material. • Proposes the use of tools to analyse and present complex data sets in understandable ways for investigation and presentation purposes; ensure that tion and materials related to the investigations are handled, stored and preserved securely in accordance with the procedures established. • Monitors, researches and collects information pertaining to human rights matters, including their gender dimensions from a variety of data sources (e.g. media, communications, publications, the press, and open source digital contents) to keep abreast of issues/events and provide up-to-date information; assists in the analysis of information, undertake verification of digital contents including forensic examination and record results. Compile press and social media reviews and electronically distribute them to the members of the Commission and the staff of the Secretariat. • Assists as necessary providing inputs and drafts a variety of reports and correspondence relating to human rights matters. • Participates in hearings and consultations; prepare summaries of results. • Maintains awareness of current human rights issues, to include relevant political and legal developments in the country(ies) concerned. • Participates in human rights training programmes for national law enforcement officials, representatives of the civil society and human rights non-governmental organizations (NGOs) in order to promote national capacity building. • Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, humanitarian and economic efforts and programmes. • Assists in promoting efforts for community mobilisation and those that focus on exercise of rights of population. • Participates with other HROs in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future. • Liaises with government, NGOs, Civil Society organizations, UN agencies and other partners to create baseline data on the human rights situation, with special attention to vulnerable groups. • Designs and maintains database to track project progress. • Performs other related duties as required.
