The United Nations Ethics Office was established by the Secretary-General as an independent Secretariat unit subsequent to the approval of the General Assembly at the 2005 World Summit (see Assembly resolution 60/1, para. 161 (d)). Having commenced operations on 3 January 2006, and in accordance with Secretary-General's bulletins ST/SGB/2005/22 and ST/SGB/2007/11, the United Nations Ethics Office's functions include: (a) Providing confidential advice and guidance to staff on ethical issues, including administering an ethics helpline; (b) Administering the Organization's financial disclosure programme; (c) Administering the Organization's protection against retaliation policy; (d) Developing standards, training and education on ethics issues, in coordination with the Office of Human Resources Management and other offices, and conducting ethics outreach; (e) Supporting ethics standard-setting and promoting policy coherence within the Secretariat and among the Organization's funds and programmes. The position is located in the United Nations Ethics Office and the Associate Ethics Officer will report to the Director through the Senior Ethics Officer.
Under the overall guidance of the Director and direct supervision of the Senior Ethics Officer/Head of Unit, the Associate Ethics Officer will perform the following duties: 1. Ethics advice and guidance: Prepare draft ethics advice and guidance; Prepare draft reviews of pre-appointment declarations of interest for senior positions; Draft position notes and presentations on issues relating to ethics and integrity, including conflicts of interest management, for review by the Senior Ethics Officer; Conduct background research, compile comparative data on policies, regulations and rules of the United Nations and other organizations, as well as best practices, as required; Draft initial responses to requests for policy advice and support; Ensure timely submission of drafts, provision of consistent advice, and full observance of confidentiality in accordance with the Ethics Office’s mandate; and Assist in the development of relevant contents for ethics briefings, outreach activities, and information materials. 2. UN Financial Disclosure Programme (UNFDP): Support the Senior Ethics Officer/Head of Unit in the overall administration of the UNFDP in accordance with the relevant regulatory framework; Assist in liaising with service providers and monitoring service delivery to ensure compliance with contractual obligations and make recommendations as appropriate; Draft responses to day-to-day requests and queries from filers on the UNFDP, particularly on the application and clarification of the relevant regulatory framework and UNFDP requirements; Prepare draft ad-hoc reports and memoranda on UNFDP performance; Assist the Senior Ethics Officer/Head of Unit in coordinating with other concerned offices of the UN Secretariat on matters relating to the UNFDP; Conduct background research and initiate draft communications, reports and/or presentations for consideration by the Senior Ethics Officer; Assist in administering the Voluntary Public Disclosure Initiative and prepare draft reports as required; Support coordination with the Office of Information and Communications Technology (OICT); Assist in monitoring the implementation of the Memorandum of Understanding with OICT; and Ensure timely submission of drafts, provision of consistent advice, and full observance of confidentiality in accordance with the Ethics Office’s mandate. 3. Other duties, which may include work on coherence, ethics training, outreach and briefing materials, upon request by and in support of the Senior Ethics Officer/Head of Unit and/or the Director of the Ethics Office.
