This position is located in the Office of the United Nations Resident Coordinator in Cox's Bazar, Bangladesh. Under the overall guidance of the Resident Coordinator, the incumbent will report directly to the Senior Human Rights Officer.

Within delegated authority, the Human Rights Officer will be responsible for the following duties: • Contributes, under the Secretary General’s Call to Action on Human Rights, to the Inter Sector Coordination Group, the UN protection strategy and the existing protection architecture in Cox’s Bazar. • Reviews, monitors, and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council. • Supports the work of treaty-established bodies and extra-conventional mechanisms and special procedures. Promotes mutual supportive links between human rights mechanisms and the humanitarian response in Cox's Bazar. • Prepares relevant human rights parts of reports for the General Assembly, HRC, etc. notes on the status of ratification of human rights instruments, etc. Collects information on human rights violations taking place in Myanmar affecting Rohingya and liaises with the OHCHR Myanmar team to support reporting requirements to Human Rights Council. • Works with UN and non-governmental programmes in Cox's Bazar to integrate human rights, including gender dimensions, in their humanitarian programs through, inter alia, context analysis, inter-agency reports, planning (i.e. Refugee Response Plan), communications, briefings, statements and advocacy messages for UN leadership. Supports UN joint advocacy efforts on issues affecting Rohingya. • Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take. Provides analysis and alerts to the Resident Coordinator about human rights concerns, with particular attention to the most vulnerable groups including women and children. Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provides, as appropriate suggestions and recommendations. Establishes and maintains a strong network of national and international civil society organizations through regular exchange of information, analysis and advice. • Identifies human rights related concerns through the promotion of dialogue between affected communities and stakeholders. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties as required.
