Org. Setting and Reporting

The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 19 currencies to more than 70,000 beneficiaries who reside in 190 countries, and services more than 150,000 participants who work in the 25 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is located in the Enterprise Applications Section, Information Management Systems Service (EAS, IMSS) of the United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA). The Information Systems Officer reports to the Chief of EAS.

Responsibilities

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: • Manage projects involving feasibility studies, systems analysis, design, development, and implementation of new, moderately complex systems, and/or, participate as a member of a development team with responsibility for major components of the more complex systems • Develop detailed system and other functional specifications and user tion for major systems • Provide specialized advice to users, analysing users' requirements and translating these into new applications; determine application systems integration and linkage issues • Maintain, upgrade or enhance existing user systems; troubleshoot and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Develop and maintain computer programs that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls, considering both local and wide area issues • Organize and perform unit and integrated testing, designing, and utilizing test bases; assist users in acceptance testing • Develop training materials, operating and user manuals; train staff in assigned systems • Develop disaster recovery plans and ensures appropriate planning and training of those responsible • Research, analyse, and evaluate new technologies and make recommendations for their deployment • Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Facilitate communications between UNJSPF and its clients for good client relations • Serve as coordinator in the development of Service Level Agreements (SLAs) between the client and UNJSPF, for either specific IT services or general technology support, including any chargeback mechanisms • Handle all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users • Provide guidance to, and may supervise, new/junior staff, consultants, etc.

Competencies

PROFESSIONALISM Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, ing and query languages, design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of the organization's information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in computer science, information systems, mathematics, statistics, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted, in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in planning, design, development, configuration, implementation, and maintenance of computer information systems or related area is required. A minimum of six months on the job work experience designing and developing integration solutions using MuleSoft Anypoint Platform is required. Demonstrated knowledge of any of the following is desirable: REST, JSON, RAML. Work experience designing and developing integrations in Service Now is desirable. Proficiency in designing APIs and managing their lifecycle is desirable. Work experience in data analytics or related area is desirable. Work experience in a pension fund and/or international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another official language of the United Nations is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
