The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs) such as the Montreal Protocol. UNEP is an Implementing Agency of the Protocol’s Multilateral Fund. This position is part of the OzonAction Branch’s Global Compliance Assistance Programme (CAP) team. Under the overall supervision of the Deputy Director, Law Division and the direct supervision of the Head of OzonAction Branch, Law Division, the incumbent is responsible for the following duties:
• Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Leads the development, submission, monitoring, presentation and reporting of the following UNEP submissions to the Multilateral Fund: (a) 3-year Business Plan (b) the programmatic component of the Annual Progress Report (c) Work Programme Amendments. • Coordinates and participates in the technical review, quality review/quality control, submission, monitoring, and reporting of national, regional and global projects submitted by UNEP to the Multilateral Fund, and ensuring adherence to Fund policies and procedures. • Represents UNEP in meetings of the Multilateral Fund Executive Committee, Inter-Agency Coordination meetings, and other forums as needed. • Leads the development, improvement and piloting of global training programmes for National Ozone Officers. • Ensures implementation of gender mainstreaming guidelines in Multilateral Fund projects by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Directs research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development; identifies issues and trends related to UNEP’s Multilateral Fund portfolio size, shape and relevance, preparation of evaluations or research activities and studies, • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other Regional Network and thematic meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of and presentations, etc. • Designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field and compliance assistance missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related /reports (work programme, programme budget, etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • May perform other duties as required.
