This position is located in the Financing for Peacebuilding Branch (PSPB) of the Peacebuilding Support Office (PBSO) in the Department of Political and Peacebuilding Affairs (DPPA). The Programme Officer works under the direct supervision of the Chief of the Financing for Peacebuilding Branch. The focus of this post is to lead on the implementation of the process of allocation of the Peacebuilding Fund’s (PBF) resources to country-level programmes, including coordination with country-level actors, quality control, monitoring and evaluation of programmes, operations and other activities in an assigned functional area. PBSO was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). Based on the founding resolutions (A/RES/60/180 and S/RES/1645(2005)) establishing the Peacebuilding Commission, the Secretary-General created PBSO which comprises of the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch and the Financing for Peacebuilding Branch. PBSO is headed by an Assistant Secretary-General (ASG). PBSO has served since 2017 as the UN system focal point for partnerships with IFIs in crisis-affected settings. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.
Within delegated authority, the Programme Officer will be responsible for the following duties: • Participates in providing close support to country-based partners in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources regarding peacebuilding design, measurement and monitoring of peacebuilding projects. • Provides substantive backstopping to FPB programme officers. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research and learning activities and studies related to PBF business processes (application guidelines, templates, reporting systems) • In support of country-based partners, Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Assist with quality control on proposals (including Immediate Response Facility projects and Peacebuilding and Recovery Facility strategies/priority plans), including through participation on the PBSO Proposal Appraisal Committee (PAC). • Participates in or lead field missions, including provision of training for peacebuilding and guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related /reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.
