The Secretariat of the World Trade Organization (WTO) is seeking to fill the position of Coordinator in the Executive Secretariat (ES) for the Enhanced Integrated Framework (EIF), administratively housed in the WTO.
Established in 2009, the EIF is a partnership, bringing together the resources and expertise of 44 least developed countries (LDCs) and 2 recently graduated countries, 28 EIF Funding Partners and 8 EIF Partner Agencies. The partnership provides demand-driven, targeted support to the LDCs and recently graduated countries with the vision of inclusive trade and investment for resilient, sustainable and transformative development.
This is a one year contract, renewable subject to funding availability and satisfactory performance.
The Coordinator plays a pivotal role in advancing the objectives of EIF Phase Three at the national level. This position serves as a strategic liaison between the ES, EIF National Implementation Units (NIUs) and key stakeholders, including government entities, development partners and the private sector. The Coordinator supports the effective integration of trade and investment into national development strategies; supports the design and implementation of catalytic and impactful interventions; and fosters inclusive stakeholder engagement. By providing technical assistance, facilitating capacity-building and promoting partnership and resource mobilization, the Coordinator contributes to strengthening the least developed countries' (LDCs) trade ecosystems and enhancing their participation in regional and global trade.
Key functions and responsibilities
Reporting to the Senior Coordinator, the incumbent will have the following responsibilities:
A. Strategic and technical support
Support the integration of trade and investment into LDC national development plans and strategies through collaboration with the NIUs and national stakeholders.
Assist in developing and maintaining country-specific Prioritized Action Matrices and trade and investment roadmaps aligned with the EIF Phase Three Results Framework.
Contribute to sectoral and thematic analyses for informed project design and policy development.
B. Programme and project design, implementation, monitoring, evaluation and learning (MEL) support
Provide hands-on support in the identification, design, appraisal and implementation of EIF-supported country programmes and regional/thematic projects, ensuring that robust MEL frameworks, indicators and data collection plans are embedded from the outset.
Monitor programme and project delivery and performance, ensuring alignment with results-based management principles.
Conduct regular follow-up with in-country stakeholders and support missions to assess project progress, review MEL evidence, identify challenges or data gaps and propose corrective actions and learning opportunities.
C. Capacity-building and knowledge-sharing
Identify capacity-building needs of national stakeholders and contribute to the design and delivery of targeted technical assistance and training programmes.
Facilitate peer learning and the exchange of good practices among the LDCs and the NIUs.
D. Stakeholder engagement and partnership development
Promote coordinated engagement among governments, private sector actors, civil society and development partners at the national and regional levels.
Represent the EIF in relevant in-country and regional coordination mechanisms, trade‑related policy dialogues and Aid for Trade (AfT) forums.
Contribute to the enhancement of synergies with development initiatives and alignment of EIF-supported country programmes and regional/thematic projects with broader donor and national frameworks.
E. Resource mobilization support
Support in-country resource mobilization efforts by identifying potential funding opportunities, including blended finance, impact investment, climate finance, philanthropies and private sector partnerships.
Assist the NIUs and national stakeholders in developing compelling project proposals and funding justifications for external support.
Contribute to ES-led global and regional resource mobilization efforts by providing data, success stories and investment cases aligned with LDC priorities.
F. Communications and outreach
Support the implementation of the EIF communications strategy by organizing in-country outreach activities and promoting EIF results and success stories.
Contribute to the development of knowledge products, case studies and visibility materials that highlight the EIF's impact on trade and investment in the LDCs.
