Org. Setting and Reporting
The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. OICT is committed to achieving a 50/50 gender balance and geographical diversity in its staff, and female candidates are strongly encouraged to apply for this position. This position is in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNICTF and located in Valencia, Spain. The incumbent reports to a Senior Information Systems Officer.
Responsibilities
Under the direct supervision of a Senior Information Systems Officer and overall guidance of the Chief, ESS, the Information Systems Officer may be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. • Develops detailed system and other functional specifications and user tion for major systems. • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Facilitates communications between OICT/ESS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ESS, for either specific IT services or general technology support, including any charge back mechanisms. • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Provides guidance to, and may supervise, new/junior staff, consultants, etc. • Performs other related duties, as assigned.
Competencies
• PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, ing and query languages, design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. • COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. • PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems is required. A minimum of five years of experience supporting software needs of UN peacekeeping operations, special political missions, humanitarian operations, or other complex field-based international organizations is required A minimum of four years of experience managing a team responsible for designing, developing, and delivering software solutions like custom ERP and custom CRM, including responsibility for building and scaling software engineering team is required. A minimum of four years of experience in the design and architecture of complex and scalable software solutions for more than 30,000 users across different geographical locations is required. A minimum of three years of hands-on experience with the following software development technologies: C# / .Net Core, React, to build REST API services and web front ends, is required. A minimum of three years of experience preparing technical proposals, including SLAs and cost estimates, for potential clients is required A minimum of two years of experience with Machine Learning and AI is desirable. A minimum of two years of experience with in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
