2. Overview
Under the supervision of the Deputy Representative, the post Monitoring / Research and Evaluation JPO has involved for the past 6 months various research and monitoring activities, including monitoring and analysis of funds’ utilization, analysis for fundraising activities, regional mapping of the Country Office’s annual work plans, field monitoring, research related to the situation analysis of children and adolescents in Namibia, and support for the Deputy Representative in activities related with roll-out of the Harmonized Approach to Cash Transfer (HACT) in Namibia. The post also involved activities together with UNICEF technical specialists in linking national level monitoring and data collection mechanisms for children, youth and women, and ensuring that these systems adequately support data collection on various issues facing children and youth in Namibia.
3. M&E JPO 2010 Work Plan and Activities to Date
1) Programme Budget Allotments (PBA) funds registered, monitored, allocated and
rephased for all programmes
① Familiarize with using the Programme Manager Software (ProMS) and the financial reporting
software (Briefing Book)
② Ensure regular incoming Budget registration and allocation, monthly tracking, of funds and
quarterly rephasing of funds.
③ Alert programme sections on a monthly basis on the availability of unallocated funds.
④ Assist sections with tracking expenditures
⑤ Review and update electronic and hard copy filing of budget related documents as per
donor contributions.
2) Economic and social data on children and adolescents in Namibia researched,
collated, and presented: Assist with research and evaluation activities within the office
including the Situation Analysis of Children and Adolescents in Namibia.
3) M&E Officer assisted with regular Programme monitoring through completion of
monthly, quarterly, and mid-year review using various tools
(Annual Work Plan, Integrated Monitoring, Evaluation and Research Plan (IMEP),
Field trip reports, regional maps)
① Assist with planning and organising mid year review
② Regional Mapping of the Country Office's Annual Work Plans –updated on a quarterly basis.
③ Update and track Integrated Monitoring, Evaluation and Research Plan (IMEP) indicators:
monitoring of studies and research activities undertaken by the office in 2010.
④ Pilot and finalise the new field monitoring tool/format for field trips undertaken by different
programme sections
⑤ Electronically file inputs from field trips according to sections/issues/regions and monitor
follow up action points on a monthly basis
4) Donor Report Schedules and Quality Assurance Activities circulated, monitored,
and review of funding situation conducted twice a year.
① Monitor donor proposals and reports due dates and send alerts.
② Update quality assurance checklists and filing for donor reports on a quarterly basis
③ Assist with mapping of previous and potential donors, and other fundraising activities.
5) Harmonized Approach to Cash Transfer (HACT) roll out related activities
undertaken and monitored quarterly.
① Support Deputy Representative in maintaining HACT related correspondence.
② Attend HACT focal point meetings and coordinate HACT activities on behalf of programmes.
